Solutions provided:

Remove all insulation. Sanitize the attic with a mildew and fungus killing agent. Install baffles to keep the insulation in the proper place. Air seal all penetrations, electrical, HVAC, plumbing, and all cracks and crevices. Weatherstrip and insulate attic hatch. Blow in all new cellulose insulation to a depth of 14 inches, R49.
